About this Project

After completion of the rehabilitation of the medium voltage infrastructure design project, the LKB engineering team provided construction administration services to the Port Authority of NY & NJ to manage and supervise construction of this project. All construction documents from the contractors were reviewed and approved by our staff on behalf of the Port Authority. The construction documents reviewed and approved by LKB included:

  • Equipment Shop Drawings and Requests for Information
  • Equipment Factory & Site Acceptance Test Reports
  • Field Commissioning Procedures and Test Reports
  • Kirk Key Interlock Shop Drawings
  • Equipment Catalog Cuts
  • 15KV Cable Test Plans & Reports
  • Field Modification Designs & Construction Cost Estimates
  • Protective Device Coordination Study
  • Additional Work Scope and Estimate Approvals
  • Drawing Revisions & Equipment Substitutions

During construction, LKB also managed the PSE&G and ConEd requirements such as:

  • Outage Coordination
  • Step and Touch Voltage Testing
  • Modification to Utility Incoming 15KV Service Equipment & Metering
  • Design and approval of sequential Utility Feeder Outages
  • Utility Engineering Approvals & Service Energization Letters
  • Outage Coordination

Our staff not only coordinated with Port Authority engineering, but also considered the requirements, preferences, and requests of Port Authority construction management facilities staff when making decisions and providing direction in conflict resolution. The construction management staff also included the creation of a new Kirk Key Interlock manual and provided an As-Built drawing set, based on the documented changes during construction.
